We have grown quickly and are looking for a Chief Information Officer (CIO) to lead our Human Services IT department support structure, growth and best practices. As a CIO, you will be responsible for developing and executing our IT strategy, managing our IT budget and resources, ensuring compliance with security and data privacy standards, and fostering a culture of innovation and collaboration among our IT staff and other stakeholders. Proven excellence in providing technology solutions to the public sector is valued.

 

Key aspects of the role include bringing additional structure to quality assurance practices and ensuring strong performance and ROI from development teams responsible for client facing software development.  Additional key aspect includes leveraging low code/no code software development and citizen development strategies and SaaS and COTS products to empower our business users to create, customize, and deploy applications that meet their specific needs and enhance our operational efficiency and customer satisfaction. You will also evaluate and adopt new technology tools and platforms that can support our business objectives and align with our IT vision and values.

 

To be successful in this role, you will need a strong background in IT management, project management, business analysis, and change management. You will also need excellent communication, leadership, and problem-solving skills, as well as a passion for learning and innovation. You will have a proven track record of delivering high-quality IT solutions that meet or exceed user expectations and business goals.

Responsibilities

 

  • Develops a strategic IT vision including a business case to secure the appropriate level of support for the IT organization; communicating the plan effectively within all levels of the organization, most especially to senior management and aligning the IT strategy with the business goals of the entire organization
  • Implements an effective governance capability and effectively communicate with non-technical staff
  • Builds a team of IT staff whose combined skill set meets the current and future needs of the organization; securing external resources and /or recruiting staff with the skills required to fill any technical gaps
  • Transforms teams into high performing org units, promotes process standardization, and adherence to the best practices and security standards.
  • Oversees all aspects of the Systems Development Live Cycle and Operational Support for product and services, including reference architecture, use of technology and cloud services, infrastructure, all aspects of the security and adherence to PCG policies and standards.
  • Constantly evaluates and adopts relevant new technologies that improve the company’s infrastructure and processes, as well as its value proposition to clients
  • Sets and manages customer IT expectations, including engaging in high-profile sales and other client meetings to present technology solutions and approaches as needed
  • Demonstrates a strong sense of fiscal responsibility by establishing responsible operating budgets and reflect the cost of providing ongoing services and new investments; monitor performance against all budgets and take corrective action to meet plan
  • Designs effective key performance metrics

Qualifications

 Minimum Qualifications

  • Management of an IT staff of 20 or more
  • Demonstrated technology leadership in software solutions used by the public sector
  • Advanced, forward-thinking strategic planning experience with internal systems requirements and industry products
  • Broad understanding of the tech industry, research and direction including low code/no code solutions, and citizen development
  • Understanding and application of HIPAA, FEDRAMP, SSAE 16 or similar operational principals and other regulatory issues related to data use and security controls
  • Demonstrated interpersonal skills including the ability to work with different stakeholders and teams, effective internal and external communication, and proven ability to understand and adapt to, Specific experience with businesses and technologies that support public sector clients is a plus, as is experience supporting a geographically disbursed organization
  • Previous experience establishing and directing a customer-focused service delivery system
  • Experience in a rapidly growing, multi-state service organization with a wide range of user needs
  • Prior experience with a broad set of information systems and corporate technology infrastructure, including, network, database, email, and customer facing systems,proven large-scale 24x7 operations expertise, out-sourcing, off-shoring, and international technology operations, data-intensive warehousing experience (collection, cleansing, export/import, analytics), managing outsource IT vendors, migration of applications from legacy to modern technologies, legacy homegrown software development, management and optimization

    Education:

    BA or equivalent experience required; Master’s degree preferred

    Experience:

    15+ years’ experience in progressively responsible information in one of the sectors: state or local government, education, health care, insurance or professional services

     

    Office Setting, Remote, with occasional travel for staff and client meetings (approximately one trip per month) Manages CTO, Director of Infrastructure, Quality Assurance Director

Compensation

Compensation for roles at Public Consulting Group varies depending on a wide array of factors including, but not limited to, the specific office location, role, skill set, and level of experience. As required by applicable law, PCG provides the following reasonable range of compensation for this role: $225,000 - $275,000. In addition, PCG provides a range of benefits for this role.
