Overview

The Massachusetts Department of Public Health (DPH) is seeking an experienced public health professional to join the leadership team within the Bureau of Community Health and Prevention (BCHAP) to serve as Director of the Massachusetts Tobacco Cessation and Prevention Program (MTCP).  Massachusetts has long been a national leader in tobacco cessation and prevention, most recently becoming the first in the nation to restrict flavored tobacco products, including mint and menthol. DPH is looking for a dynamic and visionary leader to continue championing strategies to counter tobacco industry tactics and reduce the health and economic burden of tobacco in the Commonwealth. 

 

BCHAP acknowledges the history of structural racism and its impact on health.  We are committed to improving the quality of life for all Commonwealth residents while eliminating the inequities that threaten the lives of communities of color who are disproportionately affected by chronic diseases and their risk factors, including tobacco use and exposure.  The MTCP Director will actively lead their team to apply a leading with race and racism framework to all aspects of their internal and external-facing work. 

 

MTCP is a comprehensive tobacco program that works to prevent the initiation of tobacco and nicotine use by youth, help tobacco and nicotine users to quit, protect all Massachusetts residents from exposure to secondhand smoke and identify and eliminate tobacco related inequities.  We accomplish our work with a solid infrastructure of programs at the municipal, community and statewide level to develop and implement strategies that address the tobacco industry’s influence both in communities and statewide. The qualified candidate for this position will possess a strong understanding of policy, systems and environmental change strategies to prevent, reduce and control the use of and exposure to tobacco and other nicotine products.  In addition, the qualified candidate will possess not only the professional and managerial experience to lead the MTCP Team in prevention, community engagement, enforcement and cessation, but also the interpersonal and communication skills needed to work with internal and external stakeholders across disciplines to advance this work.

 

 

Responsibilities

Overarching Areas of Responsibility & Preferred Skills

 

The Massachusetts Tobacco Cessation and Prevention Program Director is an essential part of BCHAP reporting to the Deputy Director for Prevention and Wellness. The MTCP Director provides leadership of a statewide public health program focused on comprehensive approaches to reduce the health and economic burden of tobacco use by preventing young people from starting to use tobacco and nicotine products, helping current tobacco and nicotine users to quit, protecting children and adults from secondhand smoke, and identifying and eliminating tobacco-related disparities. 

 

Tobacco Prevention and Cessation Strategy Development & Implementation

  • Ability to assess, prioritize, design, and implement policy and program initiatives to reduce the health and economic burden of tobacco use and exposure and identify and eliminate tobacco-related disparities. Foster creative thinking and planning to leverage and integrate work across program and service areas. Proven record of success in project development and management.

 

Leadership & Collaboration

  • Exceptional leadership and communication skills with experience establishing strong working relationships and strategic partnerships with diverse internal and external constituents, stakeholders, and groups.

 

Staff Development & Management

  • Demonstrated ability in supervising and supporting staff, including performance appraisal, employee coaching/training/development, and performance management. Demonstrated commitment to diversity and inclusion.

 

Health Equity

  • General understanding of and commitment to health equity, including racial equity, and addressing social determinants of health and tobacco-related disparities. Ability to provide leadership to change policies and practices to address health inequities and racial justice and ensure the inclusion of a social determinants of health framework.

 

Qualifications

Preferred Qualifications at Hire:

 

  1. Applicants must have ten years relevant work experience in public health or related field (at least 5 years in a supervisory or management capacity).
  2. Master’s level training in public health, public policy, health assessment or a related field, preferred.
  3. Prefer candidates with at least 6 years of experience directing the planning, implementation, coordination, administration, monitoring and evaluation of public health strategy or initiative, with full responsibility for managing staff, resources and activities.
  4. Knowledge and experience developing and implementing innovative tobacco prevention and cessation public health strategies.
  5. Demonstrated experience managing staff, preferably diverse staff across race, gender, sexual orientation and other dimensions of diversity.
  6. Candidates must demonstrate an understanding of social determinants of health and tobacco-related disparities and a commitment to health equity, particularly racial equity and racial justice.

Compensation

Compensation for roles at Public Consulting Group varies depending on a wide array of factors including, but not limited to, the specific office location, role, skill set, and level of experience. As required by applicable law, PCG provides the following reasonable range of compensation for this role: $80,000 - $115,000 . In addition, PCG provides a range of benefits for this role.
