Responsibilities

The Title IV-E Quality Assurance Specialist is required to work remotely throughout state of Pennsylvania.  He/she is responsible for reviewing case files and Title IV-E claiming materials during on-site visits to ensure that Title IV-E eligibility was properly determined by the area office and to ensure that federal and state regulations were followed.  He/she is also tasked with reviewing financial invoices for state and federal funding.

 

Specific Responsibilities/Expectations:

  • The Title IV-E Quality Assurance Specialist is responsible for entering findings, running routine reports on performance indicators, identifying trends, among other tasks.
  • He/she provides education, information, and technical assistance to county office personnel and eligibility workers.
  • The Title IV-E Quality Assurance Specialist works as part of a larger team that coordinates a statewide project.
  • He/she is assigned to a geographical area within the 67 counties of Pennsylvania.
  • He/she will be expected to learn and apply federal and state policy and procedures for Title IV-E eligibility  and claiming for foster care, adoption assistance, for both care and maintenance and administrative spending.
  • The individual will gather, review and analyze county Adoption Assistance and Foster Care case information within a geographic region in the Commonwealth.

 

* This position will support Counties in Central Pennsylvania and regular travel throughout these counties is required*

Qualifications

Required Skills

  • Detail oriented and quick learner.
  • Effective oral and written communication skills.
  • Experience with Microsoft Office applications, Preferably Excel, Word, Outlook and Access.
  • Excellent communication skills; ability to communicate effectively with counties to identify and correct compliance errors as well as recognize and enact best practice.
  • Ability to work well independently and within a team.
  • Must have own transportation for in-state travel.

Qualifications

 

Education

A Bachelor degree or higher, preferably in business, accounting, social work, public policy or other closely related fields.

 

Experience

  • A minimum of three years relevant work experience in the fields of child welfare and Title IV-E eligibility, policy or invoicing;
  • A minimum of five years’ work experience in financial management and invoicing for federal and state funds preferred.

Compensation

 

Compensation for roles at Public Consulting Group varies depending on a wide array of factors including, but not limited to, the specific office location, role, skill set, and level of experience. As required by applicable law, PCG provides the following reasonable range of compensation for this role: $44,000 - $54,000 . In addition, PCG provides a range of benefits for this role.
