Responsibilities

Medicaid Program Advisor – Adult Home Plus in Albany, NY

Summary:

This individual will work closely with the Program Manager for the Adult Home Plus (AH+) program, within the New York State Department of Health, with a particular focus on project managing quality metrics and tools to measure and manage AH+ program providers implementing the Adult Home Settlement. The Adult Home Settlement requires the State to provide class members diagnosed with a mental illness the opportunity to be assessed and to move to alternative community housing with support services if they wish to move and qualify.


This individual will be required to effectively manage large-scale data quality assurance involving several State agencies, stakeholders, and program providers; be an effective project manager who can support and facilitate the making of complex policy decisions, empower staff, and resolve conflicts; be an effective facilitator and communicator, including proficient written, oral and presentation skills; and be able to routinely interact with multiple stakeholders

 

Duties:

  • Collect, synthesize, analyze, and document data and information related to the class members served under the Adult Home Settlement.
  • Develop and monitor data quality assurance processes and outcomes to ensure the AH+ program is meeting the required metrics.
  • Track data trends and patterns and investigate and address deficiencies with providers.
  • Make program, policy, and/or training recommendations to improve program outcomes and the quality of AH+ care management.
  • Oversee and monitor the Adult Home Settlement Dashboard, and other quality metrics and measurement tools, and effectively utilize these tools to evaluate and communicate performance results.
  • Interface with other State agencies such as the Office of Mental Health and the Office of Community Transitions. 
  • Prepare a wide range of documents which may include monthly and quarterly reports to key stakeholders and PowerPoint presentations that serve as a vehicle for training and educating a wide range of stakeholders about AH+ performance metrics.
  • Make recommendations for program policies and procedures and define program evaluation criteria and reporting requirements
  • Other activities as may be deemed necessary in response to the changing needs of the program.

Qualifications

 QUALIFICATIONS:

  • Superior communication (both written and oral) skills with the ability to present data and findings to interested parties with varying backgrounds.
  • The demonstrated ability to think creatively and strategically in a dynamic and fast-paced environment.
  • The demonstrated ability to manage complex projects and deliverables.
  • The ability to work independently, as well as in a team environment.
  • Strong leadership skills with the ability to mentor and coordinate the work of other staff with diverse skill sets (clinical, analytic, operations, etc.).
  • Computer proficiency in Microsoft applications including Word, Excel, and PowerPoint. 
  • The ability to travel within NYS as needed.

 

EDUCATION & EXPERIENCE:

  • Bachelor’s degree required.  Master’s degree in social work, business, public policy, management, or a field that is closely related to public health care, highly preferred.
  • Eight (8) or more years of experience in health services research, health care policy, finance, or quality monitoring or improvement projects.
  • Five (5) or more years of content/subject-matter expertise in the aging population, populations with co-occurring needs, health care, such as managed care, child welfare, behavioral health, long term care, health care policy or performance measurement.  
  • Experience with public health insurance programs (e.g., Medicaid, Managed Care.
  • Experience and knowledge of the Health Home and/or care coordination models preferred.
  • Healthcare or governmental program management experience strongly preferred.

 

Compensation

Compensation for roles at Staffing Solutions Organization LLC (SSO) varies depending on a wide array of factors including, but not limited to, the specific office location, role, skill set, and level of experience. As required by applicable law, SSO provides the following reasonable range of compensation for this role: $68,000.00 - $90.000.00. In addition, SSO provides a range of benefits for this role.
