Fiscal Analyst - Long Term Care in Albany, NY

Responsibilities

Duties and Responsibilities:

 

Under the direction and supervision of the Director of Aging and LTC Finance and Supports, the Healthcare Fiscal Analyst will:

  • Support the director in assessing and analyzing the long-term care ecosystem in New York State, as well as supporting analytics and linking the needs of individuals with the NYS Medicaid program.
  • Conduct periodic research and studies, analytical analysis, and reviews of short and long-term financial prospects of long-term care providers and agencies.
  • Develop, review, and/or analyze fiscal and statistical data, and financial reports submitted by health care providers and insurance plans.
  • Perform financial and statistical analysis of health care financing methodologies to assess viability.
  • Review statutory and regulatory requirements and amendments and assess their impact on existing health care financing systems and models. Drafts reports documenting impacts and recommended modification(s) to existing programs and legislation.
  • Analyze financial documents and assess fiscal need, availability of capital, operating costs, revenues, and other considerations.
  • Assist in financial reviews of vital access providers and other programs established to provide funding to fiscally distressed providers, and reviewing proposals for consistency with operating plans, expansion criteria, sound fiscal practices, character and competence of operator, overall fiscal viability and cost effectiveness.
  • Liaise with internal and external stakeholders on Medicaid and managed care long- term care programs to assist in the determination of the financial implications of such policies.
  • Review pertinent data to inform policy discussions and decisions.
  • Actively participate in stakeholder calls, meetings and workgroups to assist with policy development and implementation as applicable.

Qualifications

Minimum Qualifications:

  • 9 years of healthcare experience
  • An Associate's degree can count as 2 years of experience, a Bachelor’s degree can count as 4 years of experience, and a Master's degree can count as 5 years of experience.

Preferred Qualifications:

  • Knowledge of and/or experience with private and public healthcare finance and insurance options and programs including Medicaid, Medicare, Managed Care, PACE, etc.  
  • Strong qualitative and quantitative analytic skills.
  • Strong technical writing ability.
  • Ability to create tables, charts and graphs based on financial data collected from numerous sources.
  • Ability to work independently and as part of high-level teams.

Pay Type: Salary

*Employees must follow established work schedules. The usual work schedule is 40 hours per week, Monday through Friday. Normal work hours are 8:00 a.m. to 4:30 p.m. unless otherwise specified by the supervisor, this includes a half hour unpaid lunch break. Total work hours must equal 40 hours per week.

Compensation

Compensation for roles at Staffing Solutions Organization LLC (SSO) varies depending on a wide array of factors including, but not limited to, the specific office location, role, skill set, and level of experience. As required by applicable law, SSO provides the following reasonable range of compensation for this role: $49,400.00 - $65,000.00. In addition, SSO provides a range of benefits for this role.
