Responsibilities

 

Policy Coordinator – Office of Aging & Disability Services in Augusta, ME

 

 

Section 9817 of the American Rescue Plan Act of 2021 (ARP) provided states with a temporary 10 percentage point increase to the federal medical assistance percentage (FMAP) for Medicaid Home and Community Based Services (HCBS) expenditures. HCBS provides critical supports and services to thousands of older adults and individuals with disabilities in Maine, enabling them to live in their homes and communities, rather than in nursing homes and other institutions. This temporary funding must be used by March 31, 2024, to improve or enhance Medicaid HCBS.

 

 

The Office of Aging and Disability Services (OADS) within the Maine Department of Health and Human Services (DHHS) seeks a limited-period Policy Coordinator (PC) to provide both policy coordination and development support as we operationalize this funding opportunity. The work will be within OADS, but need to communicate across multiple programs at DHHS, including the Office of MaineCare Services and shall require experienced policymaking and coordination skills. Tasks will include policy writing, meeting facilitation, project tracking, and implementation among several project initiatives.

 

 

The successful candidate for this role must demonstrate proficiency in writing, project coordination, communication, and a basic comprehension of publicly funded supports and services. The PC will need to manage and track progress against a project plan as well as identify and manage risk. The PC will be expected to maintain relationships with DHHS leadership, other initiative coordinators, contracted entities, and stakeholders, and work closely with the Attorney General’s Office. The PC will interact frequently with OADS Associate Directors and other members of the DHHS senior leadership team.

 

 

The background of well-qualified candidates will demonstrate expertise in the following areas:

 

  • Ability to work independently and collaboratively; with minimal direction, as well as times with direct guidance; and to be adaptive to changing needs;
  • Ability to effectively create agendas for and facilitate meetings;
  • Ability to manage multiple competing priorities;
  • Ability to communicate effectively orally and in writing, including active listening;
  • Ability to interpret policy, procedures, and data;
  • Ability to use technology-based communications (i.e., Internet, Web) and e-mail systems for effective communication and collaboration among large project teams;
  • Ability to research and develop rules, regulations, and policies for the provision of developmental, adult protective and long-term care services;
  • Ability to draft multiple rule revisions and develop proposals for alternatives when necessary;
  • Ability to consult with service providers and various officials; prepare and conduct public hearings on proposed rules;
  • Ability to work collaboratively with diverse groups and agencies, with attention to state, regional and national trends and best practices.
  • Ability to develop effective working relationships with the executive management team, program managers, and other internal and external stakeholders who are involved in policy and program.

 

 

Qualifications

 

 

  • Bachelor’s degree in management, human services, law, public policy or a related field, and six (6) years’ experience in policy, law, or health care
  • A law or master’s degree in management, policy, or planning are preferred
  • Education may be substituted for experience on a year-to-year basis
