As a software engineer on PCG’s Human Services Team, you will participate in the design, development, testing and documentation of software systems which support state and municipal human services agencies. The software system functionalities include case management, data processing, data collection, email delivery, random moment time studies, and web API integrations.

• Participate in the design, development, testing and documentation of software systems
• Plan, develop, test, document, and implement software according to specifications and industry best practices
• Convert functional specifications into technical specifications suitable for code development
• Develop software solutions by studying information needs, conferring with users, and studying systems flow, data usage, and work processes
• Determine operational feasibility by evaluating analysis, problem definition, requirements, solution development, and proposed solutions
• Document solutions by developing documentation, flowcharts, layouts, diagrams, charts, code comments and clear code
• Improve operations by conducting systems analysis and recommending changes in policies and procedures
• Evaluate requests for new or modified computer programs to determine feasibility, cost and time required, and compatibility with current systems
• Protect operations by keeping information confidential
• Investigate problem areas
• Participate in code review process
• Implement complex reports and interfaces
• Collaborate with help desk and/or end users to troubleshoot IT questions
• Work with senior staff as part of large projects

• Proficiency in Microsoft Full Stack development (must have full skill set to manage database objects, backend application code, and front-end UI design, CSS and JavaScript)
• Software design, development, debugging, testing & documentation (required)
• Ability to read requirements, ask questions, and communicate with non-technical project stakeholders (required)
• Ability to communicate ideas in both technical and user-friendly language (required)
• Ability to effectively prioritize and execute tasks in a high-pressure environment (required)
• NET WebForms 3.5/4.0/4.5 experience (required)
• MVC development using C#, .NET 4.5+, EF5/6, EF Code First, EF Database First (preferred)
• MVC development using .NET CORE 3.1, EF CORE (preferred)
• SQL Server Database development experience (required)
• Visual Studio 2017/19/22 experience (preferred)
• Solid understanding of the ASPNET page lifecycle (required)
• Solid understanding of the HTML forms, HTTP request and response, cookies, session, client-side scripting and AJAX (required)
• Understanding of the OWASP Top Ten and how to minimize the issues presented (required)
• ASPNET Membership database (preferred)
• Windows Service programming (preferred)
• Web API development & testing (preferred)
• GIT Repository for source code management (preferred)
• Azure DevOps for work item tracking, build & release management (preferred)

Education, Experience, and Licensing Requirements:

• Bachelor’s degree with a Computer Science, Software Engineering or Information Systems major preferred
• 2+ years of relevant experience preferred
• Proficiency in .NET full stack web application development
• Knowledge of professional software engineering and best practices for the full software development life cycle, including coding standards, code reviews, source control management, build processes, testing, and operations
