Responsibilities

The Project Director will serve as the primary contact with the State and will work with Project Leadership to provide updates/progress reviews and manage any issues or changes to the scope of work.
Will lead the hiring of Project Leadership staff and initial implementation and on-boarding. They will be in regular communication with Project Leadership to provide assistance in troubleshooting day-to-day issues
and project risks and monitor requirements defined in the Work Plan.

 

Essential Functions - 

 

Project Management/Data Quality Management and Oversight


• Oversee child care monitoring services of registered and license-exempt child care providers;
• Oversee and collaborate with Project Leadership who will directly manage staff in their designated regions;
• Oversee inter-monitoring reliability among staff;
• Oversee the investigation of complaints regarding violations of health and safety and make
recommendations for revocation of registration status as necessary;
• Oversee maintenance of case files and records;
• Collect and apply data to improve outcomes of services being provided;
• Ensure that service delivery is performed according to the state agency’s mission, policies and procedures,
and service philosophy;
• Oversee the evaluation and assignment of complaints to staff; supports timely initiation of investigation
and resolution by following standard complaint investigation procedures;
• Work with Project Leadership to analyze post-certification customer service surveys to make
improvements to the monitoring processes and overseeMonitoring Specialists performance;
• Report to practice area leadership, works with corporate PCG, and manages project budget, HR
compliance, labor planning, and high risk and critical issue resolution;
• Liaisons with other PCG operational and outsourcing projects to bring team and client subject matter
expertise and other critical supports;
• Works closely with the Office of Childhood, DSS, and DHSS to ensure Project Leadership immediately alert and
investigate incidences of abuse and/or neglect and high-risk health and safety violations in conjunction
with social service personnel;
• The ongoing operational functions and duties of this role are subject to change;
Sales and Client Management
• Participate in proposal writing and review, attend PCG related conferences, business development,
contract management, and provide assistance to other projects as needed;
• Oversee the submission of monthly reporting to the state agency;
• Submit monthly MBE/WBE reports to the state agency;
Team Leadership and Staff Development
• Ensure that project staff meets the state agency’s quality improvement and evaluation requirements;
• Supervise and evaluate performance of Project Leadership in order to positively communicate
information to employee for ongoing performance management purposes

Develop and oversee planned orientation and training of Project Leadership; train leadership staff as
required by the state agency;
• Oversee and collaborate on-going staff development activities in order to ensure licensing specialists
are acquainted with state laws, rules, and associated procedures pertaining to the regulation of child
care homes and centers;
• Provide consultationandin-service training toaddress program quality improvementto the contractor’s
on-site monitoring personnel;
• Ensure staff maintain the necessary flexibility to accommodate the need for a weekend and evening
healthandsafety inspections

Qualifications

 Bachelor’s Degree required, Master’s degree preferred;


• Project Management Professional (PMP) certification preferred;
• Preference for coursework in elementary or early childhood education, sociology, psychology, child
development, or closely relatedfield;
• Minimum of 4 years’ experience in human service project management, or a closely related field;
• Working knowledge of Missouri childcare standards and policies;
• Ability to communicate effectively both orally and in writing;
• Ability to work in a team environment and maintain effective working relationships with staff and
contractors;
• Highly proficient in the Microsoft Office suite of programs, including Excel, PowerPoint, and Word;
• Ability to exercise independent judgment, based on policy and procedure;
• Excellent attention to detail;
• Ability to meetdeadlines
