Responsibilities

The Operations Specialist 2 for the workforce/apprenticeship team grant programs is responsible for administrative and financial activities conducted for administrative entity projects undertaken by PCG.  Primary responsibilities include: 

 

Prepare and track budgets. 

  • Prepare and maintain expense tracking based on performance, estimated revenue, expense reports, and past budget numbers. 
  • Assist with the process of budgeting for multiple grant funded client projects including assisting in tracking expenditures by funding stream. 
  • Update budgets with actual numbers for projection purposes. Review operating expenditures and budgets periodically to analyze trends affecting program needs. Consult with client Finance staff, as applicable, to ensure adjustments are made in accordance with program changes in order to facilitate long-term planning. 
  • May assist in the creation of regional/program specific budgets.
  • Prepare and submit financial reports to clients as specified in contracts.
  • Assist in the development of budget modifications to DOL. 

 

Review invoices for payment.

  • Verify invoices provided by vendors of client services and training providers.
  • Verify and approve spending alignment with project budget. Interacts with operational staff on client financial activities.
  • Compiles and sorts documents, such as invoices and checks, substantiating business transactions; keeps records of the daily financial transactions.  
  • Ensures that contractors and vendors submit required information for reimbursement/payment and that payments are processed in a timely and accurate manner.

 

Participate in financial audits.

  • Audit expense accounts and determines allowability under federal guidance. 
  • Assist with preparation of client DOLETA compliance monitorings and internal financial audits.   
  • Assist external auditors in performance of various client audits.

 

 

Maintain Contract Compliance.

  • Maintain contract files electronically and hard copy as needed.  Ensure that required documents are located in the file as per contract requirements and follow up with contractors for periodic submittals of documents required throughout the program year.

·       Works within the team framework on special projects.

 

Administrative Support.

·       Provide support as needed to administratively manage client administrative entity contracts, including support with taking minutes of client meetings, setting up recordings, and other associated tasks. 

 

Qualifications

  • Excellent attention to quality service within a multicultural environment, ability to work in a diverse and matrix organization;
  • Must be able to create and maintain multi-million dollar budgets with many different funding recipients.
  • Must be able to prepare financial statements and other financial documents.
  • Must be able to align costs with budget, understand uniform guidance regulations, and apply them to costs.
  • Must have excellent Microsoft Office skills, specifically Excel and Word. 
  • Must have QuickBooks, MIP, Oracle, and /or other pertinent accounting software experience.
  • Keep abreast of changes in workforce development legislation and anticipate and adapt fiscal procedures to ensure compliance.
  • Conform with and abide by all regulations, policies, work procedures, and instructions for internal controls.
  • Excellent verbal and written communication; ability to read and analyze trending reports, business correspondence and process/procedure documentation; strong organizational skills, culturally competent,
  • Ability to work in a multiracial/multiethnic environment; ability to manage time effectively and independently while prioritizing needs of the client and the program.
  • Proficient in communicating amongst many levels of an organization; demonstrated ability to effectively present information and respond to external and internal inquiries.

Required Experience:

  • Education:

    Bachelor’s degree or equivalent experience 

    Experience:

    2-3 years of experience in public sector or local, state, or federal government positions and/or contracts.
