Position Summary:


The New York State (NYS) Department of Health (DOH) Office of Health Insurance Programs (OHIP) Division of Health Plan Contracting and Oversight (DHPCO) has management and oversight responsibility for Managed Care Organizations (MCO) in New York State. This individual will be part of a small team responsible for coordinating a broad range of division-wide projects to meet current and new requirements and support effective oversight of MCOs and government-sponsored managed care programs. Work projects may relate to managed care initiatives such as, but not limited to, Medicaid Redesign Team (MRT) benefit and population transitions into managed care; new legislation and regulation; or administrative policies and procedures.


The individual may be responsible for or assist with the following types of activities

  • Research policy areas to identify requirements impacting the mainstream Medicaid Managed Care
  • Facilitate of large and small groups, make presentations or function as a team lead
  • Elicit requirements from subject matter experts in the context of projects, initiatives, and process improvements
  • Create a broad range of written material, including policies and procedures for both internal and external stakeholders
  • Develop of project management materials and/or work plans and other materials to track, facilitate decision making, or report status
  • Produce routine and ad hoc management reports
  • Evaluate, strategize, innovate, plan, develop and/or implement solutions in matrix environment
  • Train staff and other stakeholders and provide technical support
  • Other activities as may be deemed necessary in response to the changing needs of the Division.

The successful candidate will demonstrate their ability to:

  • Effectively facilitate groups and lead a team toward a goal.
  • Work independently, creatively, and strategically.
  • Create project timelines and meet project and personal deadlines.
  • Strong writing skills for a variety of materials and audiences.
  • Communicate complex and technical concepts to internal and external audiences at all levels.
  • Develop and implement solutions.
  • Proficiency in the use of standard office technology and Microsoft Office applications, including Excel, Access, Word and PowerPoint
  • The ability to travel within NYS as needed.


Basic Qualifications:

  • Bachelor’s degree, preferably in business management, public administration, nursing, health care administration, communications, or related field;
  • Five (5) years of demonstrated progressive work history in fields such as: NYS public health insurance, managed care, healthcare legislation or policy development, healthcare administration, nursing, long term care, utilization review, medical claims/billing, process improvement.
  • Must be a United State Citizen or a Permanent Resident of the United States in order to be considered.

Preferred experience includes:

  • Project Management Certification (PMP or PMI)
  • Business-end expertise with functionality and capabilities of file-sharing systems and databases in a health setting (834, 837, MMIS, EHR/EMR or similar). 



*Employees must follow established work schedules. The usual work schedule is 40 hours per week, Monday through Friday. Normal work hours are 8:00 a.m. to 4:30 p.m. unless otherwise specified by the supervisor, this includes a half hour unpaid lunch break. Total work hours must equal 40 hours per week.
