Responsibilities

 

Job Summary

The Deputy Chief Information Officer (CIO), provides leadership and guidance in critical areas of technology administration, including budgeting, resource development and allocation, governance and policy formation, technology evaluation, and service development, delivery, and deployment. This position manages and ensures IT and Data Management priorities align with agency operations to improve cost effectiveness, service quality, IT operational effectiveness, technology trends, and the long-term direction of the agency.

 

The Deputy CIO works directly with C-suite executives, elected officials, and LAHSA public partners to establish and drive the IT and Data Management strategic vision with a focus on modern technology infrastructure and the collection, management, and storage of data across the organization to improve Homeless Management Information System (HMIS) processes and performance. The Deputy CIO is tasked with creating data transparency with LAHSA partners to strengthen relationships and inform agency strategy and value.

Essential Job Functions

 

  • Establishing an analytics culture and data literacy. The Deputy CIO must be a leader in establishing the organization’s data driven culture. This role works toward building a more transparent and data-driven decision-making environment, with continuous transformation to ensure the agency can make fast, effective, and meaningful strategic and tactical decisions.
  • Strategic planning and growth objectives. Provides strategic leadership and guidance at the executive level in critical areas of data and technology administration. Contributes to the organizations strategic plan and develops and executes the IT strategic plan.
  • Leading the organization’s overall IT and Information Management (data) strategy. The Deputy CIO collaborates with agency departments to understand how Data Management and IT align with their goals and support their decision making. The Deputy CIO sets IT goals by prioritizing initiatives, and coordinating the evaluation, deployment, and management of current and future technology projects.
  • Developing and harnessing new data and analytics solutions. The Deputy CIO must work from beginning to end with IT and Data Management directors to ensure that the right technology components are in place to get data-driven programs off the ground. The Deputy CIO balances tactical and strategic initiatives, especially when it comes to technology implementation.
  • Leads the development and implementation of best practices. The Deputy CIO will define standards in process, design, architecture, and operations of all aspects of information technology delivery.
  • Leadership responsibilities. Manages 70 – 100 staff members, a department budget of $10-15 million and provides regular presentations and communications to LAHSA leadership, city and county commissioners, and the media.

 

 

 

 

Qualifications

 

 

 

Knowledge, Skills and Abilities:

 

  • Strategic planning skills. Develop and implement the IT strategic plan to help the organization reach its goals.
  • Excellent people skills. Customer service skills and a strong capacity for collaboration and interpersonal relationships.
  • IT portfolio management. Increase visibility of all the agency demands being placed on IT and elevating performance through the effective use of resources, people, funding, assets, and processes to maximize value. Set and communicate priorities to the business to align expectations.
  • Advanced communication skills. Ability to communicate effectively with all levels of management, staff, and partner organizations, in both technical and non-technical capacities.
  • Information technology trends and change management. Knowledge of current trends and developments in information technology and the ability to manage and communicate the impacts to the organization.
  • IT Architecture. Knowledge of application, infrastructure, and integration architecture that can be applied to all projects, platforms, and products to create an effective and streamlined technology ecosystem.
  • Information Management / data analytics / research. Experience working in or leading a data analytics team and associated technology platforms, technology, and tools.

Experience:

 

  • Designing, implementing, and managing an IT and data management strategy
  • Minimum of 3-5 years of experience working with public sector organizations across organizational boundaries
  • Minimum of 5-7 years of experience with complex information systems
  • Minimum of 5-7 years of experience leading and growing an IT Department of 70-100 people
  • Minimum of 5-7 years of experience working with multiple business partners
  • HMIS (Homeless Management Information System) experience desirable
  • Minimum of 3-5 years working with information management / data platforms and solutions

 

 

Compensation:

 

  • Salary range $170,000 – $205,000
  • Comprehensive and competitive benefits package
