Medicaid Program Manager - Bureau of Maternal and Child Health Policy in Albany, NY

The Bureau of Maternal and Child Health Policy in the Division of Program Development and Management has overall responsibility for Medicaid policy and programs across various health services and initiatives, including but not limited to: perinatal standards of care; community-based maternal services; newborn and early childhood screening; school-based health services; care coordination; and integrated physical and behavioral healthcare services for children.

The Medicaid Program Manager will apply their clinical experience and expertise to inform public policy development, guide program design, and assist with policy and program implementation and oversight.




Job duties will include:

  • Developing and driving workplans and deliverables for strategic initiative and providing oral and written progress reports to senior management.
  • Problem-solving and collaborating to progress initiatives and achieve objectives.
  • Conducting review, analysis, and updating of maternal and child health policy and guidance for Medicaid providers and payers.
  • Apply subject matter expertise and professional experience to program design and policy development.
  • Convening and participating in workgroups and stakeholder committees and cross-organization workgroups to provide and gather input around best practices to promote positive maternal and child health outcomes.
  • Promoting policies and practices to achieve health equity across maternal and child populations.
  • Responding to ad hoc requests and preparing reports on Medicaid service access, utilization, and billing.
  • Developing recommendations based on evidence, data, and practice knowledge, to address gaps in maternal health policy, services, and outcomes.


Basic Qualifications:

  • Bachelor’s Degree in related field
  • 10 years of healthcare, health policy and/or public health professional experience
  • 5 years of subject matter experience in Medicaid, public policy, and/or maternal and child health and population health
  • Supervisory experience
  • Must be a Citizen of the United States or a Permanent Resident of the United States in order to be considered


In addition to meeting the minimum qualifications for this position, the preferred candidate will:

  • Have knowledge of New York’s Medicaid delivery system
  • Have experience serving maternal and/or pediatric populations
  • Have clinical licensure, such as Registered Nurse or Nurse Practitioner 
  • Embrace achievement of health equity as a key priority of the work of the Bureau
  • Demonstrate efficacy and efficiency in written and oral communication
